Harassment of a Teacher who is genuinly a patient

It is unfortunate to say that some persons get relief without any reasons and many persons who have sufficient reasons cannot get any relief from those officials and Doctors who are intoxicated with powers and do not have heart, humanity, kindness .



There are many officer in NDMC and Delhi Govt. who get powers by means of their post.  It does not mean that a person have the post, is well qualified.  Power is a kind of intoxicant.  where he forget all kind of kindness and humanity.  he feels that he is the king and all persons who is working under him are bonded labour of him.  He him self have using all the powers by lawfully or unlawfully.




That's make that person corrupt.  He lives like a rich person.  He doesn't have income to spend on such things which a rich man spend.  So he try to find out ways of sources of income.  Power makes all the officers dull and lazy, so he cannot work extra.  So he find a easy way to earn the money, which is unlawful.  this is very easy way to earn the money.  There are some dangers but a intoxicated with power officer feels that nobody is seeing him and nobody will find out his corruptness.






A simple teacher is working in A Govt. of Delhi school.  He had called for the census duty. When he reported for the he find that he was in reserve duty.  But the honest and simple teacher asked the concerned officer to exempt him on medical grounds, and she showed him all the medical prescriptions, which was from CGHS, Safdarjung Hospital and Ram Manohar Lohia Hospital.  The concerned officer was agreed to see his condition and papers that he would be exempted from the duty of the census.






But again a powerful officer who become the Director of Census, who have no mercy, no kindness even he had no humanity, asked that teacher to appear before a medical board which was constituted with some doctors of NDMC's Charak Hospital. This teacher appear before these doctors, the name of the doctors were not mentioned at any level.






The senior most doctor A K Agrawal asked this teacher what was the matter, this simple teacher did not know any tricks or lies, he simply said that he was suffering from Hyper tension and Depression, so he was unable to do this kind of additional duty as he find himself after the hard work of teaching.  But again intoxication of power come in forward, and that doctor said, you are fit for additional duty.  Then this teacher pleaded that his father , mother , and sister were also had hypertension, and were died off this disease and he did not want to die off this disease so he was taking extra care, but the adamant, humanity less, kindles doctor said  if you want to die then think about the ways of suicide.






The above words made a great impact upon that teacher who was very sensitive and he fell into his deep depression, and started to think about the ways of suicide.  This make his family very unstable.  his wife wrote a letter to Chief Minister of Delhi and depict her all the truth.






But The above mentioned Director of Census replied to that teacher's wife that her husband was finding ways to get rid of disciplinary action as he had not done his duty or he was not suffering from any kind of diseases.






Meanwhile medical board declared him fit and Director or Census asked him to report for the duty.  That obedient teacher reported for the duty to the officer in charge but that kind officer told him not to worry and she will not allot him any duty.






After this that teacher never get any order to perform census duty.  That teacher never get any notice from any authority. If he was not performing his duty it is certain that Director census had surely take some action through his department.


But that adamant, revengeful Director Census said that that teacher had not performed any duty and write to his department to take an strict action against that teacher. He becomes revengeful because teacher's wife had made a complaint to the Chief Minister of Delhi against the Doctors. But the Director Census could not digest this complaint against the Doctors because he had the chance for the buttering of the Doctors as he could get good reception from the Doctors of NDMC.


It is come to my notice that teacher is in severe depression from the day he faced the medical board and heard the words of the Doctor. Now he is getting treatment of his depression From Ram Manohar Lohia Hospital Delhi.


Now his department is on the way to take an strict action and tried to punish him hard. On the same time many teacher were left without any solid reasons and no action is being initiated against those.






Now I have some questions in my mind:


1.   When did the Census of NDMC started? (Census was started on 1st of April,2010 and that teacher was on reserve duty, and called nearly the end of the month i.e. 28th or April.


2.  When Did that teacher was called on duty?


3.  Did any letter of duty issued to him?


4.  Who was the person who had given him this letter?


5.  Did that teacher refuse to accept that letter?


6.  If yes then what did the census department did?


7.  Why not that letter was given through the principal of the school?


8.  If principal was not available then certainly there was any concerned officer who can take the responsibility to give that letter to that teacher?


9.  If that teacher was not doing his duty, then what did census department did?


10  Did they given any show cause notice to him through his principal or through his higher competent officers?


11. Why not these formalities were done?


12.  Why census department took so much time to write about strict action to his department?


13.  Were the Census Director taking revenge from that teacher as his wife complaint of him to Chief Minister? It is not true?


14. Let me know about how many teacher are there who exempt from their duties.


15 Were they asked to appear before the Medical Board? Why Not?


16  How many teacher are there who were exempted without any medical reasons?


17  Were those teacher were not in a condition to perform any additional duty? How census department come to know about this?


15/  Why Census department had done full of partiality behaviour towards that teacher.


16. Kindly let me know the No of teachers against whom Director Census had asked for the strict action.


17. Why many teacher are relaxed from their duties without medical ground and without the opinion of medical board?


18. Is the constitution in India is one or many or you can change this constitution for your each or your benefit.


19. Why some of the teacher asked for the medical board opinion and others are not?


20. There are some who had neither provided medical certificate and they were exempted from the duty of the census. Why?


21. Is it not true that teacher had higher approaches or they are working with higher officials? So they are unable to do the additional duty. Are they special one? The rule for them are different?


22. Why not an action should be initiated against those officials who recommend for the exemption of duty without any medical ground and those officials who are doing partiality on their will.


23. They recommend punishment for the one person and another who has higher approached or have the money for the bribing, exempted from the duty.


24. Those teacher who have medical reasons were asked to face the medical board (that medical board was a drama, the doctors were asked to fit each and every teacher without seeing the seriousness of disease or condition. Why?


25. Why not an stricter action should be initiated against those corrupt, heartless, kindness, mindless, Doctors and Officials who does not have humanity.


26. Why not an action should initiated against those Doctors who gave a teacher severe depression, who started and try to attempt suicide?


I think concerned official or minister or Chief minister will hear my plea and take appropriate action against the concern responsible officials so that this kind of incident could not be repeated in the future
